11 month old still wakes up in the night?

My 11 month old son wakes up at least 4 times night every night for a bottle or a pacifier replacement. Sometimes he will wake up as much as 6 times a night. He has never slept through the night and I'm wondering if he ever will. Advice, please! I sometimes feel as if I have a newborn on my hands here.
