About my bank account?

well i have a bank account, the exact deposit there is 3thousand pesos,, in philippines,.. and there was a time that, my other bank was off line so i took my 2 thousand pesos from my deposit, i dont soposed to take it bec that was a deposit, so now i only have 1thousand deposit in my acount,and since its not 3thousand anymore evry month the bank took 200 pesos for my penalty,and i decide not to put there the 3thousand pesos anymore,so do you think my account will be close til the bank will take the one thousand pesos that i left there, and do you think i cant have a penalty if the acount will be closed? please anyone know about this,
